Abstract: The analysis of the nonlinear model equation is carried out. The nonlinear model equation in a Taylor series is expanded. It is shown that the bias in the estimation of the total standard uncertainty in GUM is due to the terms of the expansion of the second degree. To eliminate this bias, it is necessary to take into account the kurtosis of the input quantities distributions.
A finite increments method for obtaining reliable estimates of the uncertainties contributions for nonlinear model equations is proposed.
A practical example of calculation of comparison loss in microwave power meter calibration by various methods was considered. Estimates of the numerical value and measurement uncertainty obtained with GUM in
this case have a bias. The result obtained with the finite increments method coincides with the results obtained
using the Monte Carlo method.

Abstract: In this paper, we consider the main sources of uncertainty in the transfer of an airflow velocity unit using the pneumometric method in the range of more than 3 m/s. Considering the uncertainty that appears in the thermo-anemometer sensor calibration using a pneumometric measurement system for applying in a range of less than 3 m / s. Experimental data were obtained during the tests to confirm the type of aerodynamic wind tunnel “EMS 0,05/60-240”.

Abstract: The new version of the “Law on metrology and metrological activity” had been put in force in Ukraine on January the 1st 2016. In the aim of implementation of this Law forty sub-law acts had been developed in very short interval of time. The implementation of new legislation on metrology caused numerical questions by industrial metrological services due to necessity of transition from former USSR metrological system to new
democratic and relatively soft approaches to metrological assurance for industry enterprises, testing and calibration laboratories. So the general principals of new legislation should be described and clarified.

Abstract: The research is devoted to the improvement of the signal flow graph model of sensor mutual reflections in a multiprobe microwave multimeter. A method of signal flow graph topological reduction is developed and a gain calcuation expression is proposed. The advantage of the proposed approach is its simplicity, and, therefore, the reliability of engineering calculations. Besides for metrology assurance with mutual sensor reflection uncertainty component is considered and compared with commercially available uncertainity calculator created by the leading company such Keysight Technologies.

Abstract: A multisensory system for form deviation measurements of planar surfaces of large-scaled details is considered. The form deviation measurement requires preliminary information on the topography of the extracted surface obtained by measurement according to some output datum. In the reference plane method, such reference datum is the plane defined by three reference points of the support platform of the system when initially set it in a measuring position. At each subsequent position the current reference plane changes its position in space. To restore it to the initial position, adjustments are made to the parameters that define it by corresponding algorithms. Determination of these adjustments is made by overlapping measurement positions. The system has been successfully implemented in the control of the mechanical elements of the Buster and the Collider of NICA project, developed by JINR, Dubna

Abstract: The report examines the requirements, methods and equipment to calibrate the pressure gauges, combined pressure gauges and vacuum gauges with scales in the measuring unit of the measured quantity or with scales with conventional intervals. (hereinafter referred to as pressure gauges or calibrated devices).
The purpose is to find out the difference (deviation from) between the pressure measured by the calibrated pressure gauge and reference pressure according to [1]. In the process of calibration, the real values of the pressure are identified in the measuring unit of the calibrated pressure gauge both in pascal, [Ра], or its multiple from the SI international system.
The methodology is designed for the calibration of pressure gauges with a measuring range of minus 90 kPa to 60 MPa with accuracy class higher or equal to 0,15.

Abstract: In 2011 Laser Interferometric Oil and Mercury Manometers (LIOM and LIMM) for measuring gas pressure in the range 10-1 -103 Pa (LIOM) and 102 -1,3∙105 (LIMM) were developed in D. I. Mendeleyev Institute for Metrology. Hydrostatic operating principle in combination with the precision optical method for measuring liquid column height allowed these manometers to become highest accuracy absolute pressure measurement devices in Russia and a basis for the State Primary Absolute Pressure Standard, approved in 2012. This new standard participated in the Key Comparison CCM.P-K4.2012 in the range from 1 Pa to 10 kPa, in which metrological characteristics of LIOM and LIMM were confirmed. Continuous research carried out in VNIIM in the field of liquid manometry provides further improvement of the standard and refinement of its measurement uncertainty.

Abstract: tract: A Coriolis flowmeter is one of the most demanded instruments from different types of flowmeters. It allows us to measure mass or volume of a flow that passes through a controlled volume of the space per unit time (for example, a section of a pipeline). The main advantage of a Coriolis flowmeter is an insignificant error of the flow measurement, which usually does not exceed 0.25%. However, this insignificant error is achieved only at a stable flow of fluid with a constant density. When a controlled flow has an inhomogeneous structure (multiphase or multicomponent flow), the error increases and can significantly exceed an acceptable value. In this paper, we consider the possibility of providing the required error of the flow measurement for a twophase flow in the Coriolis flowmeter. The possibility is realized by using additional parameters, that characterize the controlled flow.

Abstract: In this paper, the results of an analysis of optical-electronic methods for controlling the color of reflected surfaces, revealing their merits and demerits are carried out. Theoretical information on the basic and most widespread methods of color estimation is given, the basic concepts of the theory of color, features of human vision and quantitative and qualitative indicators of color theory are briefly described. The operation of colormeasuring devices would be impossible without the existence of a stable system for displaying measured data, taking into account the further application of the results. An analysis of methods and devices for color control is also presented. Such devices include colorimeters and spectrophotometers, schematic illustrations are given and operating principles are described.

Abstract: This paper describes the design and the characterization of coaxial range high-accuracy metrology resistors for ac-dc voltage transfer measurements. The modeling of the DC and RF parameters of the coaxial resistors is presented. Further on, the ac-dc voltage transfer differences in combination with thermal converters, were evaluated. Step-up procedure for ac-dc voltage traceability measurements was built and verified by experiment.

Abstract: The simulation model of the measuring channel (SMMC) is a LABVIEW computer model located on the desktop of a personal computer. The program part of SMMC is implemented using the principles of objectoriented programming and elements of the graphical interface of the operating systems of the Windows family. In the LABVIEW graphical programming environment, models of real technical measurement tools and simulators of additional errors, calculated values of statistical data, graphical analyzers, plotter of the laws of distribution of random variables, a table of errors of the components of the measuring channel (MC) were developed. Calculation of the additive and multiplicative components and the general error in SMMC are also performed automatically.

Abstract: The report proposes one of the solutions for automating the measurement of the thermoelectric efficiency of Peltier modules, namely the algorithm for calculating the maximum possible stabilized current in the measuring circuit, taking into account the circuitry limitations of the current stabilizer used. Application of the proposed approach will allow to perform adaptive adjustment of measurement modes for modules whose parameters are unknown in advance. As an example, a detailed calculation based on the circuit of the current stabilizer in the thermoelectric efficiency measurement system in the serial production of Peltier modules is given.

Abstract: A number of studies have been carried out, during which the dependencies of the device’s maximum overheating on its dimensions and mounting density have been determined. In the paper such dependences graphs are presented: initial parameter values on the heated zone dimensions and surface heat transfer intensity, taking into account the effective thermal conductivity in the absence of heat pipes in the gas filler; temperature values at the central point of the heated zone in the absence, presence and when the thermocouples are delivered to the casing. As a result, it is determined that the transition to the construction with the form of a square “beam” ensures the most effective minimization of the shape parameter. The minimization degree increases with increasing device cooling system efficiency.

Abstract: Using the developed mathematical models of errors in measuring thermal conductivity and the coefficient of thermal diffusivity of heat-insulating materials, a method for choosing the following optimal parameters was proposed: 1) the value of the duration of the heat pulse; 2) the main structural dimension of the measuring device; and 3) the conditions for implementing the algorithm for experimental data processing.

Abstract: The article deals with the processes of corrosion in the reinforced concrete supports of the catenary system and describes the reactions accompanying the steel reinforcement corrosion. It is described the experiment of electrochemical of reinforcement corrosion. It is made samples with various degrees of steel reinforcement corrosion. It was changed the concentration of the aqueous electrolyte solution accelerating the corrosion process to determine the required characteristics. It was investigated the change in the degree of corrosion by passing an electric current in the anode – cathode system. The anode was steel reinforcement and the cathode was a copper electrode. The experiment involved samples with different concrete porosity. In addition, it was performed the simulation of cracks occurring during operation and accelerating the corrosion process. It was carried out the X-ray graphic control of steel reinforcement in concrete and it was determined the amount of iron that released to the concrete surface. Spectral analysis was performed to determine the quantitative content of corrosion products on the concrete surface. The analysis results confirmed the dependence of the corrosion products concentration on the concrete surface with the removal of metal from the steel reinforcement volume. The conclusions are about the possibility of using mobile spectral analyzer including the presented methodology.

Abstract: The problem of identification and determination of the concentration of surface-active substances is considered. It is a part of the complex tasks of operative automated monitoring of the quality of working and technological environment of power technological equipment. The structure of the measuring complex is described, the method used to determine the composition and concentration of substances and compounds present in working environment, the structure of the database and the functions of the software. The complex can be used as part of the monitoring and chemical monitoring systems already in operation at the energy facility, as well as in the autonomous mode.

Abstract: In this paper is presented a system for processing, mixing and regenerating of molding material in metal casting in the program environment LabVIEW. In this system is investigated the process of mixing and transporting regenerated or fresh sand to the molding case with the necessary quantity of resin and acid retrieved from the corresponding to each material bunker. When the minimal level in each bunker is reached, the measuring transducers give signalization and the bunkers are filled with new materials until maximum level is reached, which is also signalized by measuring instruments. After the simulations are carried out, it is established that the system has an improved rate.

Abstract: Measurements of many power quality indicators are based on a spectrum measurement by means FFT. However, at a fixed sample rate and number of samples, the mains frequency deviation from nominal value causes distortions in the spectrum, often called spectrum leakage. To reduce spectrum leakage, sample rate is adjusted to the mains frequency. One of the adjustment methods uses a sample rate converter (SRC) and periodic measurements mains frequency that are required to control the SRC sample rate factor.
The report presents the results of a study of the SRC based on the Lagrange interpolator implemented on the Farrow structure. The results are obtained by analytical modeling and simulation.

Abstract: The possibility for evaluation of the quality of electrical energy for the purpose of calibration of
analyzers is considered by using a periodic square-wave pulse signal instead of the traditionally used harmonic
signals. The square-wave pulse signal is represented in Fourier series, as each harmonic component is a function
of the amplitude and the impulse signal duty ratio. Thus, its harmonic component is defined by strictly determined
parameters much better than the parameters of a generated harmonic signal. A metrological analysis of the correction
of the generated by the standard calibrator, values of harmonic voltages and currents has been performed.

Abstract: World environmental organizations dealing with emission reduction requirements, and the Paris Agreement in 2015, where 195 countries adopted universal, legally binding global climate deal, strives to reduce the amount of harmful emissions, as well as to reduce global warming to well below 2⁰C. This necessitated a more vigorous development and research into electric vehicles. Every electrical vehicle contains high voltage (HV) electrical distributed system (EDS) – a HV electrical wire harness.
The present work electrical connection obtained through ultrasonically welded wires for high voltage (HV) electrical distributed system (EDS) for electrical vehicle has been explored. The obtained high splice cross-section requires development of new equipment, as well as the determination of appropriate ultrasonic welding parameters. The present work is focused of the obtained welding joint and validation of subsequent validation of these parameters.

Abstract: The main aim of the SORT (Standardised On Road Test cycles) methodology is to provide the European bus sector with a standardized way of comparing the energy consumption of different buses. The purpose of the “E-SORT” project is to measure, in a reproducible way the energy consumption and the Zero Emissions range of a bus. The requirements of these two papers play a role of main standardized documents for defining the parameters of the consumption of electrical buses. Even limited to traction energy only, the compliance with the requirements of SORT and E-SORT is hard and depends on the specifics of local testing conditions. The present report describes a real and successful E-SORT test of a fully electrical bus with a super-cap Rechargeable Energy Storage System (RESS). The obtained results were documented and certified by an independent accredited inspection body.

Abstract: The ecological monitoring of pollutants in high mountain lakes is a requirement for achieving a good ecological and chemical quality of water in order to protect the human health and natural ecosystems. The study and evaluation of high mountain lakes is of important significance since they are sensitive to global, regional and local ecological changes. The usage of reliable analytical methods for the determination of pollutants will allow to make a modern assessment of the ecological status of the waters in Bulgaria. The current requirements for determination of controlled pollutants require the application of methods with lower detection limits, good repeatability and accuracy of measurement. This article summarizes the results of a study of six high mountain lakes in Pirin, Bulgaria. For this purpose, the elements were determined by Inductively Coupled Plasma Mass Spectrometry and the anions by Ion Chromatography.

Abstract: The aim of the research is to develop an apparatus system for objective registration of specialized motor activity and to obtain informative data for management of sports training in athletic throwing games. The system is built from functionally integrated units - three-dimensional tensometric platform connected to a multichannel tensometric amplifier and a multichannel analogue-to-digital converter, optic registration module including a 10.1 megapixel Casio EX-FH25 digital camera, computer accessories, specialized SpringRS and Kinovea software products.
The complex apparatus was tested in experimental studies with three different types of skilled athletes in shot put. Simultaneously the dynamic changes of 46 indicators are measured, informative about the sports technique and specialized power possibilities of the competitors.
The comparative analyzes made lead to objective assessments of the condition of factors of great importance for sport training.

Abstract: In research, control of biological processes for determining the motility of microorganisms, (estimation of the impact of chemical compounds, electrophoretic mobility, evaluation of severity of pathology, etc.) using a scanning optoelectronic system as the most effective means of solving applied problems, it is necessary to determine the objects number in the optical system field of vision since the measurement accuracy of the solution concentration and the objects motion speed in the solution depend on their number. In the article a probabilistic method for estimation the number of objects and the number of frames during frame-by-frame filming for providing a given accuracy with a given probability is presented.

Abstract: The aim of the present study is to investigate the possibilities of modeling the measurement of coagulation ability with a biosensor mechanical lactadinometer using different enzymes and concentrations.
Coagulation times and curd firming time were found in 420 whole goat milk samples. Four enzymes were tested with 4 concentrations each and one control group with standard chimosin recommended by the manufacturer.
The analyzes were made using the Polo Trade-Computerized Renneting Meter. There is a credible opportunity to considerably shorten the coagulation time of goat milk despite its specific rheological characteristics.
There is a credible possibility to shorten the curd firming time, albeit considerably less than the coagulation time - 0.55 min for the control group at 2.6 min in the experiments with the lowest values.
Differences in the effects of enzymes and concentrations were found in the two test parameters characterizing the coagulation ability of the milk.

Abstract: One of the most acute problems of our time is considered - the problem of loneliness. The nature of this social phenomenon is analyzed. Loneliness is considered inextricably linked with the crisis in communication. At the same time, communication is seen as the substance of human existence. Loneliness is not substantial; it is only a consequence of the unsatisfactory quality of the available forms of communication. Therefore, it is possible to minimize loneliness only by improving people's communication. Transformation of communication and overcoming of the most acute forms of loneliness is impossible without measuring its basic characteristics. Particular attention is paid to the analysis of compensatory communication as a way of harmonizing the world of personal communication. It is also taken into account that compensatory communication gives us both (+) and (-) harmony.

Abstract: Nowadays it is widely accepted that there is not one "truly human" calendar or reference clock for measuring human lives, because analyzing personal information involves many distinct kinds of measurement and there is no conceivable way to harmonize various temporal rhythms, scales and dimensions coordinating all of them. Yet, previously it was suggested that even though we cannot predict the details, we might discover the existence of the universal laws that govern the overall dynamics of complex highly organized systems, such as human culture or social order. This paper will show that S. Prokofiev's personal diaries can illustrate both the complexity of human life and a possibility to discover an interrelated set of natural rhythms reflecting it.

Abstract: The modern theory of measurements involves quantitative and qualitative measurements. This type of measurement is relevant in the evaluation of complex organizational systems. In them, the use of informal methods of evaluation becomes as relevant as in formal methods. In the practice of assessing complex systems at a qualitative level, the most commonly used group of methods of expert evaluation. A comparative analysis of the most commonly used procedures of expert measurements is carried out, their merits and demerits are revealed. It is shown that the lack of the methods considered is the impossibility of securing consensus in an anonymous group of experts, which contains participants who do not trust each other. The solution of the problem for organizational systems is provided by the technology of open distributed registries. The main principles of technology construction are considered. Strategies for achieving consensus have been analyzed using the technology of distributed registries.

Abstract: Methods and programs for multifactorial experiment design optimization have been developed by means of the following algorithms: taboo search, random search and particle swarm. Efficiencies in comparison with other optimization methods of multifactor experimental plans while optimization of: portable dielectric moisture meters, moisture meter for bulk materials and process of printed circuit boards’ metallization area measurement are estimated. The efficiency and effectiveness are proved by the coincidence or approximation of the optimal plans obtained by means of developed methods and the complete enumeration method.

Abstract: It is shown that the results of the evaluation of the object of inspection parameters are inevitably associated with uncertainty due to imperfections in this procedure, equipment and the influence of external random factors. Reduction of this influence is especially important within certain limits around the limits of the tolerance interval while reducing the number of additional measurements. Therefore, the decisive rule on the suitability or unsuitability of the inspection object should take into account both the possible uncertainty of the result and the requirements for the cost and complexity of the verification procedure, as well as the specified reliability. It is shown that the application of the algorithm makes it possible to increase the probability of making the correct decision about compliance for each object under test and, in comparison with known methods, does not significantly affect the decrease in productivity and increase the cost price of the product. The practical use of the algorithm showed that 5 additional stages of the study make it possible to reduce the probability of false decisions by at least 3 times, while the increase in control operations does not exceed 60%.

Abstract: Approach for defects detection in units of industrial equipment of the same type is developed. This approach is based on the statistical processing of thermographic testing results. Information attributes and decision rules for such units rejecting are defined which take into account the probability of errors of type I and type II. The entity of this approach is that integral conformity criterion for the verification object and virtual template is calculated. When calculating this criterion from the obtained thermal images its histograms are used and their differences by shape, by height as well as by position on the temperature axis are taken into account. The approach has been tested on the gas-compressor units particularly on the gas-engine compressors.

power consumption of the propulsion system and the level of generated vibrations. They indicate the overall quality
of the propulsion system and its components. The General capabilities of the UAV depend on these characteristics.

Abstract: The report describes the process of automated calibration of digital multimeters through optical recognition
(OCR) of display indications. NI LabView software was used for processing the image taken by the video
camera, and Fluke MET/CAL software was used for calibrator managing and the measurement results analysis.
The algorithm for optical recognition, the flow chart of the implemented LabView software and the subprogram
for automated calibration MET/CAL are described
