Abstract: The Bulgarian Institute of Metrology is the national metrology institute and national legal metrology authority in the Republic of Bulgaria. In its activities BIM follows the legislation in force as well as the policies, recommendations and strategies of the international organizations in which it participates. The objectives, priorities and measures of the BIM Strategy are in accordance with the national objectives and priorities in the field of the public administration as well as with the documents of the international metrology organizations. This paper includes the mission, vision, strategic objectives, priorities and measures for their achievement in the period 2016 -2020.

Abstract: The paper contains a discussion of the results of a more than 20 years usage of the Guide to the Expression of Uncertainty in Measurement (GUM) as well as the reasons for its intended revision. Furthermore, the authors analyze the methodological fundamentals of applying theoretical-probabilistic methods for evaluating the accuracy of measurements. As used here the “primeval question” related to the comparison of conceptions of measurement error and uncertainty is considered. The comparative analysis is carried out by the examples of measurement accuracy expression in specific metrology tasks: validation of calibration procedures, certification of measurement procedures, application of measurement results in conformity assessment.

Abstract: The study presents mathematical models, allowing to estimate and correct errors of nonlinearity of the static characteristic of measuring instruments. By using these models algorithms for creating optimal nominal static characteristics can be developed. Algorithms are based on the criterion for the minimum of the maximum module of an absolute error of nonlinearity depending on the current limits of the range of measurement.

Abstract: In the work the constructive model of 3-D coordinate measuring system is presented The mechanical module of the system is built on mechanisms with parallel kinematics in the form of a delta robot. These mechanisms have a number of advantages such as: high accuracy; reliability; compactness; load capacity and more. The solution of the inverse problem of kinematics of the developed type delta robot is presented.

Abstract: As known, the real conversion characteristic of the measuring system is different from the nominal characteristic. During the measurement control this may increase the probability of erroneous decisions. In this connection it is necessary during calibration to transform the conversion characteristic, bringing it closer to the boundary areas of the nominal. The transformation of the characteristics may consist of several cycles, each consisting of two phases - a multiplicative and an additive. For selecting the type of transformation and the number of cycles it is necessary, first of all, to review the relationship between the components of errors of the conversion measuring system and the length of the tolerable interval. Relationships which allow us to estimate the probability of erroneous decisions both within the cycle and in the transition to the next cycle of transformation are obtained.

Abstract: This paper describes national and foreign standardized criteria for the end of the transient response in the measuring circuit (MC). The circuit model is represented by a dynamic element of first order. It has been shown that none of the analyzed interval criteria returns results with a dynamic error of first order within acceptable tolerance for the whole range of all possible values for the MC time constant. A dependence of the critical value of the time constant of the model on the interval criterion observation interval is established.

Abstract: Methods of dynamic attestation of basic airborne measuring instruments, which provide experimental assessment of the metrological characteristics of gyro devices in ground conditions, are considered. The necessity to create special dynamic benches, which simulate an angular motion in conditions of the real flight disturbed modes, is grounded. The results of the dynamic attestation of the unit of angular rate sensors are represented. The matrix of transfer functions of the unit of angular rate sensors is obtained. The spectral densities of the noise in the specific mode of the flight are estimated.

Abstract: In present times the discrete Fourier transform is the most commonly used technique for measurement of spectral parameters. However, the accuracy of this method is limited due to possible deviations of input frequency from the nominal value. This leads to the so-called effect of "spectrum leakage", leading to an additional measurement error in spectra amplitude and phase. The effect of "spread spectrum" cannot be fully addressed by the existing methods and for its reduction an implementation of additional devices or algorithms is required. The method of quadrature demodulation is an alternative to the classical approach based on the discrete Fourier transform. In the report a research is carried out for determining of the spectrum of a signal based on the quadrature demodulation. The received analytical expressions allow to estimate the error in the measurement of the spectrum and the frequency of the signal. The accuracy of the analytical relationships is confirmed by the results of the mathematical simulation performed using the software packages Matlab and Simulink.

Abstract: This paper describes the interval criterion for the end of the transient response in the measuring circuit (MC), which model can be represented by a time lag element of second order. Numerical modeling has confirmed the time constant limit for the interval criterion, its critical value for the MC of second order tending to the critical one for the MC of the dynamic element of first order.

Abstract: The paper provides the main sources of possible distortion of the carrier signal, and also lists the causes of noise in the probing signal propagation through an flowmeter electroacoustical channel. The substantiation of the need to create a new model of flowmeter elecroacoustical channel is given. The updated model of an flowmeter elecroacoustical channel on SPICE special language for describing electrical circuits and its subsequent simulation is presented. The influence of the shape and the kind of probing signals on the metrological reliability of the crosscorrelation ultrasonic liquid flowmeter is investigated. Preliminary results are obtained and conclusions for the further study of this issue are made.

Abstract: Nowadays flowmeters based on electromagnetic conversion of the rate of liquid flow are primarily used for liquid flow measuring. This type of flowmeters has a limited scope abroad. The flowmeters based on ultrasound measuring of the liquid flow rate are widely used. This paper describes the prospects of the ultrasound flowmeters in Russia.

Abstract: Piezoelectric transformers are widely used in modern electronic devices, including sensors for measurement of various physical quantities such as force, pressure, etc. This paper presents a humidity sensing element based on a disk-shaped piezoelectric transformer with ring-shaped isolation gap between the electrodes with an adsorbing film of polyvinyl alcohol (PVA) applied on the common electrode. Optimization of the parameters of the insulation gap with respect to the voltage gain has been carried out. The characteristics of the optimal sample after applying the humidity adsorbing film in terms of the relative humidity changes have been investigated.

Abstract: A shielded orthogonal eddy current transducer is developed and investigated. Tests have shown that the use of the shield in the construction of orthogonal eddy current transducer has enabled to increase the reliability of defect detection due to the expansion of the sensitivity zone, which is confirmed by mathematical modeling and simulation, and to reduce the influence of the constractive features of the tested object.

Abstract: A method for processing of the information signal of a primary magnetostrictive converter of displacement with higher resolution is proposed. Intelligent calibration system for magnetostrictive linear displacement transducers based on optical registration of the positions of the slider sensor to control points is discussed. The intelligent optical system allows building characteristics based on indications from external factors. A scheme of the calibration system for MDP is presented. An algorithm for the calibration system is developed. An example calculation of the mark position by locating the center of its brightness is illustrated. Graphs are presented of the relationship between the resolution of the calibration system and the length, captured by the lens of the digital microscope and the resolution matrix of the digital microscope.

Abstract: The ensuring of the quality of electrical energy depends on all factors related to its generation, distribution and consumption. One of its most important parameters is the stability of the network voltage. A major way to ensure such stability is to embed On-Load Tap Changers in power transformers. The paper is devoted to the hardware and software of the virtual instrument developed for measuring the torque during the switching process of a diverter switch. The hardware is based on a torque measuring sensor which uses strain gauges for its determination. It can be used for every diverter switch with appropriate connecting elements. The software is developed in LabVIEW environment. The results from measurements of a tested diverter switch are presented.

Abstract: When non-sinusoidal voltages are measured the bandwidth of the measuring instruments can have a significant impact on the results. This work aims to assess this impact when it measures the root mean square voltages of three-phase inverters that feed induction motors. By using numerical modeling in PSpice it is shown that under naturally sampled pulse-width modulation, at switching frequency of 4 kHz, there is possibility to achieve errors less than 5% in case the measuring device has a cut-off frequency above 100 kHz.

Abstract: Education is a process resulting from the development of human civilization and the leading factor on the other hand in implementing the contents of this development. Abstract: Accelerometry is a method for measuring of acceleration, and accelerometer is a converter which measures the acceleration of moving objects [13]. With this instrument the increase of the mechanical quantity is measured, which is an instrumental method for the measurement of accelerations [8]. On the basis of technology transfer the method is widely applied for various motor activities in sport. For these purposes accelerometers are distributed, designed mostly on tenso or piezo principles. They are mounted on a moving device, equipment or certain points on the body so that the direction of the measurement coincides with the direction of the motion of the system. Indirectly speed also can be measured as the recorded acceleration is integrated by an appropriate device. In modern amplifiers integration is automatic. The process needs systematization and examples for a particular application from which we selected to study specific performance.

Abstract: Optical-electric methods are first used in metrology to measure linear and angular values and their derivatives, and also later to measure time with digital counters, on which basis operate the digital devices for measuring of time intervals that meet the requirements for accuracy. Widely applied in various fields, they are naturally adapted and used in sports. For example we find representatives in measuring indicators related to motor quality "flexibility" by optical goniometry or a similar measure in the control of motor quality "agility" using systems with photoelectric transducers. It has been constructed in order to improve the efficiency of objectiveness. This publication presents how technology transfer has led to advanced solutions in research related to quality "agility" through various opticalelectric methods - Quick Board, reactive agility test and others.

Abstract: In the paper the method and apparatus of pulse conductivity are described, which are used to measure cells conductivity in dielectric media. These measurements are necessary to obtain conductivity values of embryonic cells, which are used for a number of biotechnological methods in biology, medicine and agriculture. Membrane electroporation is used as a basis for measurements in pulse electromagnetic field (PEF) with increased tension.

Abstract: The paper concerns a modified laser Doppler vibrometer (LDV), namely the LDV with three interfering coherent waves is proposed unlike two ones in classical LDV. The three wave layout results in an appearance of a signal extra gain at the vibrometer output, but only under special conditions. One of them relates to exact establishing of a zero-phase difference between two interfering optical channels. We studied this problem and obtained analytical and numerical relations for the key characteristics of the vibrometer as function of the phase difference and an error of its determination. The paper shows that the wanted zero-phase difference can be obtained precisely by analyzing a spectrum of vibrometer heterodyne output for a probing single harmonic vibration. An experimental verification that demonstrates some aspects of considered problem was carried out by a setup based on modified Polytec CLV vibrometer.

Abstract: A realization of an evaluation method for nanovibration amplitude in the acoustic range of frequencies based on the results of rejection measurement of laser ray, reflected from the vibrating surface, is described. A description of the device (vibrometer) in which a photodiode is used as a photoreceiver, the stand for investigation of the vibrometer performance and the results of the experimental study аre presented. The use of such evaluation method of nanovibration allows to achieve resolution ability within 3-7nm.

Abstract: Till now, humanitarian knowledge and appropriate measurements have not experienced the shock which would be caused by entering the informational phase both of life and science. Meanwhile, due methodological changes can become a key for progressive development both of social sciences and social life itself. However, such a progress requires quantitative approaches which should take into account rather sharp inter-personal inequality (which responds to “hyperbolic distributions”), in tandem with informational features of activity. The measurements proposed, overcome numerous “truisms of evidencies”, which sometimes even cause mass psychoses. Results of such measurements can be used when working on recommendations for cultural and social politics.

Abstract: To identify the parameters which are of prime importance both for mental and social life, it seems prospective to proceed from the measurements of correlation between different parameters. Typical example of such identification is 'principal component analysis, based on expert scores put to various sets of objects (and/or subjects). In the given investigation such an approach was used to measure the 'neural force' of creative persons. Though the concept of 'neural force' is well known, it was 'renewed' due to theoretical studies in the framework of the systemic-informational approach. The raw material for the investigation consisted of 16 parameters of 102 eminent composers of the 17th – 20th centuries (both West-European and Russian). Inter-parametric links permitted to introduce the 'index of neural force' for each creative personality, i.e., his/her inclination either to 'weak' or 'strong' pole, basing on only three parameters. Most results obtained are statistically significan at the level better than 1%.

Abstract: Extension of measurement borders to the field of sciences studying man and society requires that quantities, which in most cases are multidimensional, have strict definitions. Definitions of these quantities and development of corresponding measurement models can contribute to revealing new dependences and processes unknown before. This statement is illustrated by the example of the model for measurement emotions caused by music fragments. It follows from the model that the effect of nonlinear conversion of current and previous soundings is realized directly in the brain as well as emotional perception of music changes with age in a certain way. Specific features of measurements of neurophysiological reactions are noted. Experimental results have proved the efficiency of development of a measurement model as a cognition method.

Abstract: The objective measurements of processes in the evolution of socio-cultural sphere are one of the important scientific directions. The paper deals with historical statistics of musical culture calculated on the basis of data given in the well-known Grove’s dictionary (2001). The Grove’s dictionary has been firstly analyzed in order to use only reliable data. The persons are selected according to Zipf-Mandelbrote low which describes the usual distribution of text volumes in such issues. The ‘significance’ of different kinds of musicians — composers, performers etc., measured on the basis of the text volume devoted to the person in Grove’s dictionary, has been analyzed from the viewpoint of statistics and historical changes. Also the actual number of musicians in various historical time periods has been studied as a statistical parameter, which changes in historical time. Possible correlation between these parameters for different kinds of musicians and culture regions has been studied.

Abstract: The effect of "singing on the piano" is one of the most mysterious phenomena in the field of music. The traditional paradigm of musicology can not provide valid explanations for it. From the viewpoint of the information approach the "effect of singing on the piano" is neither more nor less an "optimal strategy" presentation of the musical material. However, an unambiguous answer to the question of the reality or illusory effect should apply to measurements that implies assessment of measurement error. The study of music pieces is performed using wavelet analysis.

Abstract: "Tension" as a subjective sensation associated with the alternation of more or less intense moments in the sound of a musical composition, is present in every piece of music. It is closely connected with the most important issues in the analysis of musical works. Dynamics of changes in tension in a piece of music, we will describe by the function of the intensity (FN), which is a fuzzy set. The elements of the fuzzy set are parameters of the function of tension (Ki), each of which is also a fuzzy set. The elements of fuzzy sets Ki are moments in time. The values of the membership functions are determined by a frequency method.

Abstract: The transition from optimization by cost to optimization of the plan of the experiment by costs’ ranks is discussed in this article. As far as the result of optimization is the plan of the experiment which realization costs minimal resources, it is proposed to rank the costs of transitions. That makes algorithm universal for different values of transitions and facilitates the selection of the correct parameters for the setup and the operation of the algorithm.

Abstract: The paper present the features of possible attacks on the vector image, aimed at reading, deletion or substitution of digital watermarks. It finds out that the most important for the steganographic methods that extract digital watermarks without having the original image or for the digital watermarks themselves is to provide stability to the active malicious attacks aimed at complicating the extraction of the digital watermarks by the copyright owners. An analysis of the methods for assessing of the effect of malicious attacks on the vector image is also carried out. The results show that effective enough methods are these which with the help of indicators of quality, difference and correlation indicators determine the difference between the original image and the changes due to the attack and embedding in the digital watermarks.

Abstract: It has been shown that as a result of the development of the modern cellular networks in the years 2019- 2020 it is planned to deploy the first commercial networks of the 5th generation in the world. The paper deals with a fundamentally new requirements and measuring equipment. The necessity to develop a set of tools for designing and testing electronic equipment 5G is discussed. The main requirements for such devices are: generation and analysis of wideband signals, design tools, physical layer solutions for components and MIMO antennas, RF, microwave and millimeter wave measuring the main circuit parameters and high-speed digital devices.

Abstract: In Bulgaria in force rules governing the measurement of electromagnetic fields after the installation of each base station measurement of the resultant electromagnetic field is carried out. The mobile operator cannot obtain permission to use the base station in without these measurements. The purpose of these measurements is to prove that mobile operators comply with established maximum permitted levels of radio emissions. In order to increase public confidence, such measurements must be periodically performed as self-monitoring by the mobile operators and also by an independent accredited institution. This should ensure greater transparency and demonstrate the fact that in Bulgaria the networks of mobile operators work within strict rules on maximum permitted levels of еlectromagnetic radiations.

Abstract: An improved approach of mission critical objects risk assessment and vulnerability is provided. The Probabilistic approach to the residual life assessment, taking into account the identified defects has been considered. Equivalents losses in assessing the risks of direct or indirect consequences of faulty technical condition of mission critical objects are proposed. It is determined that the problem of the risk assessment, defects and damages search, residual life prediction according to the instrument monitoring data in the mathematical sense belong to the category of inverse problems. The best way to solve such problems is the Bayesian reconstruction method using a-priori information.

Abstract: Quality assessment of ICC printer profiles is important, because it shows how well the device is characterized and how accurate the reproduced printed colors will be in a color managed workflow. One possible approach is to objectively assess the accuracy of profiles using the colorimetric rendering intent, which is used in many workflows for printing or repurposing of images, as well as for hard and soft proofs. Assessments based on the colorimetric intent provide measurable values suitable for comparisons of profiles created by different software packages.

Abstract: Apart from the physical properties of papers, the way it looks to human observer is also important, especially to the end user. A lot of formatted paper grades, used for offset, inkjet and laser printing contain fluorescent whitening agents. The tendency is to manufacture papers with ever greater whiteness. Whitening of paper pulp, adding additives to paper and coating it, as well as adding fluorescent agents aim to increase its whiteness. But still the influence of these additives on the paper whiteness/brightness is limited due to porosity issues. Papers with high whiteness can only be manufactured with the correct use of fluorescent agents. This research aims at measuring specific parameters of printing papers used in color managed environment.

Abstract: In the smoke detector, made by company "UniPOS", special electrical contacts mounted initially by hand and soldered using reflow process are included. This leads to many repairs and hence a more expensive product. The increase of the volume of production introduces automated robotic assembly, which requires a very precise mounting of specialized electrical contacts (accuracy of 0.2 mm). The report describes a solution to accurate, automatical, inexpensive and stable assembly of the specialized electrical contacts through SMD technology. A specialized automatic feeder which is adapted to the machine mounting of the SMD components is developed. The results and the economic effect of the SMD mounted specialized electrical contacts is discussed. The conclusions show the benefits of using of the device described, the economical feasibility and the possibilities for its future improvement.

Abstract: The aim of the automation of the process of assembling of a chamber used in smoke detectors, produced by "UniPOS" – Pleven, is to stabilize the parameters of the chamber and which leads toa rapid, sustainable and technological adjustment of the smoke detectors. Here the structure of the machine for the assembly of the chamber, which is constructed specifically for the assembly of this non-standard functional component, is described. The results and the economic effect of stabilizing of the camera settings is shown. The conclusions discuss the benefits, the economic feasibility and the opportunities for future improvement of the machine.

Abstract: An interlaboratory comparative measurement of the activity concentration of radon in air is conducted with three AlphaGUARD Radon monitors, owned by the laboratories participating in the comparison. The three AlphaGUARDs have calibration certificates. The monitors are placed in a closed system in which, in succession, are injected activity concentrations of radon of order 3000 Bq/m3 and 12000 Bq/m3. The activity concentrations measured by the three monitors are compared. The deviation of each monitor from the average and the Z-score are calculated. The deviation of the measurement of each monitor from the mean value is less than ± 3%. The values of the Z-score for all three devices range between -0.09 and 0.28. The results show that all three Radon monitors retain their metrological characteristics and do not require re-calibration. Interlaboratory comparison is a good laboratory practice and can serve to justify the need of new calibration.

Abstract: In the paper the methods for the determination of the calibration intervals of measurement equipment, with an emphasis on the application at inspection bodies according to ISO 17020, are analyzed. An overview of the already established classical methods according to ILAC and other internationally published guidelines for the determination of calibration intervals is presented. As a result of the analysis, a new modified method (algorithm) to determine optimal intervals depending on the analysis of the history of the calibration results and mutual checks with measuring instruments with the same or higher accuracy class is proposed. The conditions, usage habits, behavior history of the measurement instruments as well as other factors that may affect the stability and the accuracy are embedded in the analysis and the regression modeling. The proposed methodology is experimentally verified through experimental data of real measuring equipment used for control purposes in inspection bodies.

Abstract: The aim of the publication is to describe a study of the accuracy, functionality and calibration of measuring instruments of environmental noise and to define a methodology for evaluation of the measured parameters and the frequency of calibration, as well as the impact of environmental indicators. The study covers hand tools for the measurement of noise in the environment used by control authorities in Bulgaria.
