Abstract: This paper contains information about the achievements and challenges facing the Bulgarian Institute of Metrology (BIM) in the field of scientific metrology. Under review are the excellent results of BIM participation in international key comparisons to demonstrate international equivalence of standards in support of the calibration and measurement capabilities, and also the challenges - maintaining a high level of competence of employees, the participation in the work of the EURAMET bodies and in the projects under the European metrology program for research and innovation, EMPIR.

Abstract: The development of the microprocessor systems and the information technologies gives grounds for predicting fast growth of the number of products and objects interacting and being controlled through Internet, which is called a transfer to the era of the “Internet of Things”. All these products and objects include sensors, a number of various measuring channels in a system being equal to thousands or even hundreds thousands units. Traditional methods of metrological assurance cannot efficiently provide the measurement reliability in such situations. Metrological problems concerning the situation predicted and some approaches for their solving are considered in the paper

Abstract: Considers the problem of estimating a random signal in additive noise taking into account possible nonlinear distortion in the receive path. Is used the method of decomposition of the distribution of the input signal and the nonlinear conversion on system of orthogonal functions. It is shown that the nonlinear component in the signal path leads to an additional valuation error, dependent of polynomial transformation autocorrelation function of the original signal. The obtained results can serve as a basis for the development of measurement systems with check error of measurement

Abstract: An auxiliary quantity, homogeneous with the measured one, is proposed to apply in testing of the object, which is measured through the measurement channel in order to reduce the impact of measurement error on the reliability of the control. The result of processing this quantity in measurement channel is used for additive and multiplicative adjustments of the settings limits. This allows reducing of the impact of the imperfect transfer characteristics in the measurement control. The effectiveness of the correction is evaluated. The influence of errors of forming the auxiliary quantity is also estimated.

Abstract: The development of the concept of measurement uncertainty and the modern specification for “measurement result” definition as set of quantity values do not contradict the previously accepted concept for measurement error. These are different ways of border area estimation for said set. In this connection the classic definition for error of measurement, as “result of a measurement minus a true value of the measurand” needs to be saved in the normative documents. An example of joint use of “error” and “uncertainty” is showed.

Abstract: The report describes a method for measuring of the specific conductivity of a thermoelectric semiconductor material used in the manufacture of thermoelectric cooling modules and the specifically designed for these purposes measuring information system. Special attention is paid to the question of assessing the accuracy of the measurement, the calculation of the instrumental error for the specific example of the thermoelectric ingot.

Abstract: At the following article main sources of systematic errors of the calibration rig 6GS40M are considered. A design procedure for computation of forces and moments is presented in case of linear and angular deformations.Formulas of the calculation of transforming loads from stand coordinate system to geodetic coordinate system for random position of strain gaged balance are derived. An algorithm of loads calculation in balance’s coordinate system is also developed. The results of the investigation of the metrological performance of a six-component strain gaged balance on the calibration stand 6GS40M are given and the need for a special correction to the measuring loads explained.

Abstract: This paper investigates the factors that influence to accuracy of recording spectra using virtual standards during atomicemission spectral analysis. A device and a data processing unit that increase the stability and reproducibility of the instrument calibration curve are suggested. The paper describes a mathematical model that compensates the influencing factors on the measurement results and the possibility of its application in the automated measuring systems software. The resultant calibration characteristics, built on the proposed model remain stable when ambient conditions change, or can be transferred to devices of the same type without loss of accuracy that is determined by individual calibration parameters.

Within the validation of this standard the local hierarchy scheme is developed for measuring instruments of mass and inertial characteristics of products, a measurement standard calibration procedure, passport, rules of the contents and application. The measurement procedure through which units of the variable are transmitted to the standard, is certified. Calibration and validation of a standard is carried out.

Abstract: This report describes a new matrix presentation of The International System of Units - SI. The new matrix presentation of The International System of Units - NSI (New SI), was created in 2005 as result of an year author’s efforts and was investigated and developed during the last ten years. The report presents the structure, the properties and the capabilities of the new matrix system – fundamental structure of the physical quantities and units, geometrical presentation of the physical laws and the basic equations in the physics, implementation of new relations between the quantities and new terms in the physics.

Abstract: The report reviews the history and the prospects of the development of JCGM documents for evaluation of measurement uncertainty. It is shown that the application of the Bayesian approach in these documents is a strategic objective of WG 1 JCGM. Realization of the Bayesian approach in the current regulatory documents JCGM is reviewed. Contradictions between the GUM and these documents are shown.

Abstract: The transfer characteristic of a measuring device is in essence a mathematical model, which describes the behavior of the conversion measurement chain, and in many cases, it is necessary to make justifications how well the model describes real processes in the device, i.e. the adequacy of this model. In the presented work, methods for checking the adequacy of the model are described, based on statistical criteria. An example is also discussed, illustrating the influence of the number of the experimental observations and the opportunities for a reliable assessment from a small amount of observations.

Abstract: The study presents mathematical models defining the behavior of bob sensitive elements in terms of vibrational interferences. The models are composed for conditions under which work similar measuring devices mounted on mobile objects. Through the displayed relations can be identified systematic deviations of sensitive elements of the local vertical. The vibrational offset from zero leads to emergence of "false" signal on the device for the presence of deviations of the basis from the vertical.

Abstract: The method classification with training on the basis of wavelet transformation for automation of data processing is designed. This method may be used for identification of the ranges of coefficients separating surfaces. This method may be used for choosing of classification parameters for given ranges of reliability in repairing of systems for processing of visual information. The result of investigation proved this method ability: the ranges of coefficients separating surfaces for test data are determined.

Abstract: Investigation of the modelling, the optimization of the electronic device and the speeding of the tuning of proportional-integral-derivative (PID) controllers for controlling of the partial pressure of the components of a gaseous mixture in the gaseodynamic circuit of a gas laser. The developed software facilitates the automatic issue of the PID tuning and the process diary for the opreration of the device at each step of the optimization. .The software is developed for computer such as IBM PC/AO PENTIUM in the environment Borland C ++ Builder v.6.

Abstract: Development and implementation of standards for form and location is the current metrological task. The integration of the measurement process with the information technologies enables the creation of a new type of virtual-mechanical standards with new capabilities and features. Abstract: Discusses criteria for the end of the transition process in the measuring circuit, a model which can be represented by a dynamic element of the first order. It is shown that the most prevalent when building digital measuring devices, for example, a measure of the resistance winding of the power transformer DC, received a standardized criterion of interval type, characterized as empirical. Abstract: The article is devoted to the constructing of the experimental model of an intelligent radiation thermometer for the non-contact temperature measurements of small-sized objects. The key task of the research is to design an approach to neutralize the influence of the background radiation on the device’s readout. The radiation thermometer of a new type developed by the authors makes it possible to compensate the integral emissivity coefficient of the object and the impact of the stray background’s radiation, when the object-background areas ratio is not known beforehand. In the paper the results of the experimental study of a thermometer with temperature range 200...500 °С is shown.

Abstract: A block diagram of an eddy current flaw detector, which is controlled by a microcontroller is described. The microcontroller ATmega32 of Atmel Corporation is used as the controlling microcontroller. An eddy current flaw detector is designed and manufactured. Tests have shown that surface defects such as cracks are detected with minimal sensitivity to roughness on the surface of the control object and are identified in depth.

Abstract: The temperature measurement is an important task in industry, agriculture, medicine, control of environmental parameters, lifestyle, etc. The present work proposes a sensor module for thermistors’ connection based on 555 timer and Pic16F1825 microcontroller. The sensor module has frequency output for direct connection to measuring systems using USB-module for data acquisition and control and two outputs to it from the microcontroller, where a preprocessing of the frequency signal can be carried out. Nonlinearity correction by selection of timer circuit parameters is made. Structure of a computer-based system for temperature measurement based on the developed sensor module and virtual instrument for its control are presented.

Abstract: A method for the analysis of the magnetic field using magnetic particle inspection in technical diagnostics is presented. This paper focuses on the topography of the magnetic field in magnetization of the control object using electromagnet or permanent magnets. The conditions for detection of cracks of various configurations are derived. The results of investigations of the topography and distribution of the normal and tangential components of the magnetic field are described. The ways of applying the results are intended for metrological certification of technical diagnostics and the creation of test samples for testing metrological parameters of the devices in use.

Abstract: In this work ferrite material shaped as toroidal samples with different sizes and characteristics are experimentally investigated. Experiments were conducted in a wide frequency range using a specially developed precision measuring system. A system allows measurements in the frequency range from 25 Hz to 2 MHz. Results are obtained for the complex magnetic permeability of the magnetic materials at different frequencies and field intensities. An evaluation of the field homogeneity in the samples is made by a quasi-static computational model. The model is implemented with the program Maxwell 16.0.

Abstract: Rotor heat imbalance measurement and identification is one of the main issues faced by experts during electrical machine testing. This procedure usually takes a lot of time and human resources. Proposed techniques of video processing, namely key frame extraction, ensure quick detection of problematic segments in video acquired from the object, which helps experts in making right decisions concerning the required maintenance or repair in shorter terms. Salient information in frames is analyzed using visual features of color, texture and shape of segmented areas. An overview of the proposed means for efficient elimination of redundant video information is provided. The resultant key frames presented by separate images can be appended to bench test reports.

Abstract: This article discusses a method for the measurement of the root-mean-square circles of the important cylindrical surfaces of large-scale shafts. The method allows the realization of the measurement directly on the machine by the use of the results of measuring the radial runout of the relevant cross-sections of the shaft and of one attached to the shaft forehead etalon ring which has pre-calibrated both the diameter and as well as its roundness deviation. The main sources of uncertainty have been analyzed.

Abstract: This article discusses the measurement of the geometrical parameters (diameters and form and position deviations) of important large-scale shafts of type "ring". The measuring system is based on a carousel lathe, universal measurement tools for linear sizes, specialized measurement equipment and appropriate software and allows the measurement of geometric parameters details directly on the machine. The proposed measurement methodologies are based on the assessment of the deviations of form and position by the use of the results of the measurement of both the radial and axial run-out, with and without the exclusion of the errant run-out. In the first case, these results are brought to a virtual initial datum (axis) through the introduction of relevant corrections.

Abstract: This report describes the measurement results from research of optical properties of Al and Au thin films. The research was held by UV/Vis/NIR spectrophotometer CARY 5000 in the spectral range for wavelengths from 350 to 3300 nm. The temperature dependence of spectral transmittance was researched. The influence of electric direct current magnitude on thin films was also researched. There were conducted researches by AC voltage with different frequency. Investigations are carried out for different angle of thin films probes in relation to incident beam and also influence of the beam polarization over them.

Abstract: Now the manufacturers of integrated chips let out delta sigma ADC, focused on application in the measuring channel of power quality measuring instruments (PQ MI). The frequency characteristic of such ADC is determined by the built-in digital filter, as a rule, with structure "cascaded integrator comb". However, the quality of this filter as a lower frequency filter is mediocre: the filter has recession of the frequency response (FR) in a pass-band and rather big width of a transitional band. In the report, two options of a FR correction method of delta-sigma ADC contained in the PQ MI channel are considered. The first option assumes use of one correcting digital filter compensating recession of delta-sigma ADC FR in a pass-band and reducing width of a transitional band. The second option assumes use of two correcting filters - one to compensate recession of ADC in a pass-band, and a second to reduce the width of a transitional band.

Abstract: This paper presents some of the practical aspects of the analysis of the functional safety equipment in conditions of electromagnetic interference. The methodology of harmonization of the level of stability of the automated control systems of a strategic object to possible electromagnetic interference accompanying the lightning discharge is presented. The statistical method for calculating the probability density of the lightning strikes in parts of the subject and the method of experimental determination of the lightning channel current spreading are explained in detail. The methods have been tested on a power plant in Ukraine.

Abstract: In the work on the basis of the examination of the conductometric methods and apparatus it has been shown that these methods cannot be applied directly for the conductivity measurement of single living cells. It is therefore necessary to design technical means based on a new principle of the impact of a pulsed electromagnetic field (PEF) with increasing intensity on these bio-objects and, respectively, to develop Squarewave Generator (SWG) with specified parameters. Furthermore, the pulse action solves the problems of the microelectrodes polarization and electrolysis in a liquid medium.

Abstract: Tissue biosensors for measuring concentration of phenol using the principle of inhibition are developed. Zucchini tissue Cucurbita pepo is used as source of the enzyme ascorbate oxidase. The influence of the storage temperature of the tissue material on the output signal is investigated. Biosensors show good linearity and high sensitivity to the measured inhibitor. In tabular form are shown the basic characteristics such as pH of the analysed medium, the linear measurement range, the correlation coefficient R2, reaction time. It proves the possibility tissue biosensor to measure inhibitors of the enzyme ascorbate oxidase.

Abstract: The methods for excess air ratio determination based on the measurement of the combustion gases concentration in the thermal units are considered. It is shown that the value of oxygen volume concentration in the environment, which is used in excess air ration measuring, is not constant (21% in volume), and depends on the climatic factors – temperature, absolute pressure and relative humidity. The method proposed for excess air ratio measuring is based on the oxygen current concentration in the air.

Abstract: Abstract. More than 30 years ago, a method of measurement was derived in the framework of the systematic-informational approach, permitting to estimate quantitatively the degree of subject’s happiness on the basis of a specific visual illusioin. Recently an idea appeared to connect this method with the concept of the seasonal determination of subject’s activity To prove this idea empirically, a series of psychological experiments were organized: months of birth of 74 students and post-graduates of the University of Cassino and the Academy of Fine Arts in Sassari, occurred to be influencing upon the degree of the subjects’ happiness, this impact being different for males and females. The explanation of such phenomena deals with the intensity of solar radiation while the most important prenatal phases determining the child’s hemispheric features. Despite the preliminary character of the obtained results, they do supply evidence of the practical significance of such measurements.

Abstract: Objective measurements of the sound may be useful in musicology, but technical possibilities limited the progress of these investigations. First attempts of musical sound measurements in Russia were made in 1920th by Russian physicists V. Kazansky and S. Rzhevkin and then by musicians N. Garbuzov and A. Rabinovich. Now, measurements of physical parameters of musical sound will be fulfilled on computer. An universal program (SPAX) for this aims is developed by the author. With the help of SPAX, investigations are carried out in the field of the traditional and academic music, including vocal and instrumental music.

Abstract: Information checking methods as a part of the digital components of computer systems are considered. Their feature is processing of results of the measurements which are approximate data and their representation by exact binary codes. It defines the complex way of development of the checking methods of information and the ideas in them. The development of the data model shows a low reliability of methods with traditionally high probability of error detection. The ways for increasing of the methods reliability based on distinction of essential and inessential errors are shown. Abstract: Estimation of the parameters of signals emitted by the passive components (cable channels) of local area networks takes special position in solving problems of electromagnetic compatibility tasks and certification. The improved method presented here provides the use of harmonic signal as a test one which oscillation frequency is determined by the results of spectral analysis of the signal data to the LAN and in the frequency band the network will operates. The starting oscillation frequency of the test signal (1 MHz) is the same for all cable channels and its limit frequency depends on the class of the cable channel. This method allows evaluating the results from the tests independently of the coding methods and comparing the test results of the products from different manufacturers.

Abstract: Diagnostics of electrical machines is an important stage in the process of their exploitation. The determination of any malfunction entails certain difficulties. The use of modern tools based on single-chip computers allows a fast and accurate identification of the malfunction, thus avoiding the wrong operation of the machine. Diagnostics specifies the problem and preserves the machine in good condition. Longtime observations show that electrical failures represent the largest part of all malfunctions. Abstract: Methods used to identify monopulse signals and signals with a locally concentrated parameters are analyzed. One way of solving this problem of identification of these types of signals is the use of specialized information-measuring systems with neural network classifiers. We describe the algorithm of work and the structure of the developed modified neural network ART-2. The advantages of the modified network are shown for solving problems of identification of pulsed signals.

Abstract: This paper presents a method of processing vector images that protects their copyright with digital watermarks that reduces the effect of their integration on the image quality. A feature of this method is that the use in it of a two-dimensional discrete cosine transform and an embedded watermark bit by minor alterations in its high-frequency coefficients allows a decrease in the level of distortion of the image due to the inserted watermark compared to known methods.

Abstract: In this work a computer aided system for augmented reality generation is presented. The system is applicable for advanced field data visualization activities such as non-destructive testing and examination; industrial testing and inspection; biomagnetics; education, etc. This system makes possible combination of different data sources in one virtual reality world that can be used for simultaneous dynamic visualization. This type of integrated visualization systems allows engineering problems to be visualized and analyzed more effectively and to acquire closer interaction in the process with the observer.

Abstract: Methodological and informational support of recording of processes for energy resource consumption by the network of subordinate authorities and management of energy savings based on the example of the Ministry of Education and Science of the Russian Federation is described. The architecture of a distributed, specialized analytical information system which collects, processes, and analyzes information, as well as supports decisions to take energy-saving measures is considered. The software and hardware tools for the functional subsystem at the level of subordinate authorities are described. These tools easily enable the system to be adapted to solve various information-collecting operational tasks from the measuring units and facility energy management.

Abstract: Medical information systems become more and more popular in Bulgarian medical practice today. Nevertheless, one of the underappreciated but critical factors for slow and difficult adoption in medical sphere are the improper user interfaces which are confusing to navigate and disruptive to the physician’s standard workflow. The interface must permit a physician to record the minutiae of a patient’s condition while at the same time preserving the physician’s overview of a patient’s record so that any aspect of the patient’s health can be effortlessly queried and inspected. This paper aims to present deep analysis of HER in Bulgaria, based on е-finding inquiry, developed with Google tools from 15 medical centers and hospitals in Bulgaria, namely: Eye Clinic RESBIOMED, PLEVEN Military Medical Academy Neurology, PLOVDIV MHAT St.Geogri Clinic of Neurology end etc..

Abstract: This paper presents a classification of the measurement methods used in analytical chemistry according to some international guidelines and it discusses the relationship between content of the concept “measurement” and “calibration”. Abstract: This work describes the elements of the process of measuring electromagnetic fields and results from evaluation of the cumulative level of electromagnetic fields under national norms, conducted within the New Bulgarian University (NBU). The device SRM-3006 of company NARDA is used, equipped with a set of isotropic broadband antennas. The data obtained show that the measured levels of electromagnetic fields are safe, according to national legislation.

Abstract: The new national annex BDS EN 206/NA:2015, valid since April 2015, is the basic document for production, classification, composition, control and verification of the properties and usage of concrete in the construction practice in Bulgaria. The significant changes in the new document are analyzed in the report. They are related to the field of application of the concrete, additional classification and requirements for ingredients and composition of the concrete. It is emphasized on the new aspects in terms of control and compliance with criteria of concrete in terms of the basic technical characteristics. The new moments related to sampling, production control, delivery and others are of great importance for the construction process. The conclusions are formulated for the advantage of the implementation of the new document and its disciplining effect on the concrete production in Bulgaria.

Abstract: The aim of the study is to present the idea, structure and content of the new specialization, included in the educational plan for 2015 of master‘s students at National Sports Academy „Vasil Levski“ - „Sports for High Achievements“ (SHA). The contemporary management and realization of competition and coaching activities in sports is more and more connected to and requiring the application of the latest engineering technologies. The development of modern sport depends mainly on application of engineering technologies. In the educational plan special modules, related to metrology and standardization are included. Some of these are: „Metrological basis, standards and patents for implementing IT in the specialization SHA“; “IT for registration and analyses of physical values in the specialization SHA“; „IT for registration and analyses of sports achievements, events and activities in SHA“; „ IT and standards for sports equipment and sport facilities“ and other. Thus we make an attempt to show the necessity (importance) of the new specialization „Engineering technologies in sports“ for students in master‘s degree of education at National Sports Academy

Abstract: The aim of the theoretical study is to characterize the contemporary state of education of students in bachelor's degree of education in the National Sports Academy "Vasil Levski" in the field of metrology and metrology ensurance. An updated analysis of the methods and theory knowledge, taught in the course of lectures, contents of the books, the educational materials and the exam requirements is carried out. The processes of practical exercises as well as research activity and other significant activities in the field of comprehension of knowledge from the field of metrology are characterized. The necessity of competences, related to measurement and control in sports, physical education and kinesytherapy is proven as getting more and more important in the contemporary society.

Abstract: In the present article a developed software and hardware system for measurement of pulse and blood oxygen saturation based on an universal microcontroller is described. The system includes a measurement fingertip probe, analog amplifier, microcontroller (with control algorithm) and a personal computer to visualize the signals. An example software procedure in Matlab and experimental results from controller’s operation with a software written in C++ are provided.

Abstract: The article describes the virtual laboratory exercise „Basic electricity laws“ designed for first year students in the English Language faculty of Engineering, Technical University - Sofia, subject „Electrical engineerimg I“ from the curriculum. Virtual laboratory exercise was conducted in the envoirenment of LabVIEW and integrated in e-learning platform Moodle, which is conventionally used at the Technical University - Sofia. Performing the exercise, students get acquainted with the basic laws of electrical engineering practice. They can set different values of voltage and resistors in the selected scheme to verify whether and how to perform basic laws of electrical engineering with the resulting currents and voltages for all nodes and edges of the scheme. All this can be done at any time included the exercise of any place where there are available computer and internet connection.

A mathematical model and calculation of the uncertainty of measurement results in the calibration are described. The material can be used as a basis for developing a procedure for calibration of energy analyzers. The principle possibility of developing a virtual automated system based on software product LabVIEW is discussed.

Abstract: The article examines and analyzes the work of the network interface SLTA. Automatic leveling systems are electronic measuring devices which enable accurate and remote reading and control of fuel. The information system can perform very high precision and continuous measurement of level and temperature and transmit data. IFSF is an international standard for automation based on Local Operating Network technology for the oil industry. LonWorks is a network platform, with special focus on management applications. SLTA allows any host processor with a serial interface EIA-232 to connect to the LonWorks network and its virtual version. The main opportunities and requirements to hardware and software and the modes of serial LonTalk adapter have been analyzed.
